ODBC Error - IM004

I am getting the following error when trying to create a DSN on ODBC

Unable to Connect
SQLState=IM004
error:[Microsoft][ODBC Driver Manager] Driver's SQLAllocHandle on SQL_HANDLE_ENV failed.

I have installed Oracle 9i on my PC
O/s = Win 2000 Professional

I am able to connect to the database using Enterprise Manager and SQL*Plus and perform any operation.
the only problem is while trying to connect through ODBC

Does anyone else face similar problem and was able to solve it? Please help.
