ODBC: ERROR [IM003] Specified driver could not be loaded due to system error 5

Connecting to Oracle 19c database via ODBC using 32-bit DSN, I get the following error.

ODBC: ERROR [IM003] Specified driver could not be loaded due to system error 5: Access is denied. (Oracle in OraClient19Home1_32bit, C:\Oracle\OraClient19Home1_32bit\BIN\SQORA32.DLL)

I have checked Authenticated Users has read and execute access to the Oracle folder and the library SQORA32.dll, but still the same error. This follows an upgrade from Oracle 11g client in this case.
