ODBC Drivers in XE

I am trying to create an ODBC System DSN when I pick

"Oracle in XE" driver I get the error "The setup routines for Oracle in XC ODBC driver could not be loaded due to system error code 998"

This is the same on both Vista and Win7 OS's
