ODBC driver error?

Dear All,

After I setup the Oracle9i, when i use administrator to run net manager and excute program, it haven't any errors occured. But when I change to normal user mode, the following error occured :
---------------------------------------------------------
The setup routines for the Oracle in orahome92 ODBC driver could not be loaded due to system error code 5
---------------------------------------------------------

That's the second time install the Oracle in win2k and the home directory is oracle\ORAHOME92, the first time installation home directory is oracle\ORA92.

Anybody know what happen and how can i solve the error
