ODBC driver could not be loaded - system error code 998

Hi,

When I try to create a new ODBC DSN I get the following error:
"The setup routines for the Oracle in OraClient10g_home ODBC driver could not be loaded due to system error code 998"

On closing that popup the following is displayed:
"Could not load the setup or translator library"

Strangely if I immediately try again without closing the Data Source Administrator it will show the ODBC Driver Configuration window without error. However when I then test the connection it fails with:
"Unable to connect
SQLState=IM004
[Microsoft][ODBC Driver Manager] Driver's SQLAllocHandle on SQL_HANDLE_ENV failed"

I have searched through the web and forums and have tried everything I could find suggested there and still I get the same problem. What I don't understand is we have other machines running the same software and they connect fine.

I am running Oracle Client 10g on an XP box. I have downloaded the latest ODBC version 10.2.0.3, I have checked the PATH variable and registry values are all correct and use the right capitalisation, I have also done a complete uninstall/reinstall of Oracle client and still I cant get it to work. I am now running out of ideas.

Does anyone have any thoughts or suggestions?
