ODBC connection - firewall exception issues???

Access database connects to Oracle remote to fetch data using Microsoft for Oracle ODBC as data source.

1. When the firewall disabled - works
2. When the Oracle.exe added to exception list in firewall port 1521 - fails :(

The legacy application runs on a stand alone server using access 2003 and Oracle 11g as repository - all on windows. Due to security reasons firewall cannot be disabled for ever. What am I missing on the exceptions?
