ODBC Connection failed error when logged as non admin user

I configured ODBC and Instant client for MS Access application which use oracle database. It works fine for user who has admin right on the PC but it gave me an ODBC connection error for non admin user. I use windows 7 64 bit. Do you have any idea why it fails for non admin users.
