When I try to configure the instant client from the odbc data source administrator, I receive the following error message:

SQLState=IM003
Specified driver could not be loaded due to system error 126: The specified module could not be found. (Oracle in instantclient_23_5, F:\instantclient_23_5\SQORA32.dll).

Installed the latest C++ packages.
I am using 64bit ODBC Data Source Administrator.
F:\instantclient_23_5 is included in the path.
SQORA32.dll does exist in the folder.
I have tried every package available but I am still getting the same error.
I am running Windows 11 Pro.
How can I fix this issue?
