ODAC 12.1.0.2.1 x64 install on Win2012 'could not load file or assembly'

I've downloaded and installed ODA 12.1.0.2.1 (64-bit) onto a Windows 2012 R2 Server including using the OraProvCfg utility to register the odp.net 4 Oracle.DataAccess.dll and the asp.net 4 Oracle.Web.dll into the Windows GAC. The application dependent on this install is ConnectShip Warehouse v6.5 which uses IIS web pages for management administration. Upon loading the web interface I receive the following ODAC related error:

Could not load file or assembly 'Oracle.DataAccess, Version=4.112.1.2, Culture=neutral, PublicKeyToken=89b483f429c47342' or one of its dependencies. The system cannot find the file specified.)

I can confirm that both the DataAccess and Web assemblies are present in c:\Windows\Microsoft.NET\assembly\GAC_64.

Would anyone be able to point me towards a resolution to this error?
