ocrconfig initalization fails

Hi all,
I am using Oracle 11g R1 . i am trying to install CRS on HPUX . i am using raw disk for OCR and voting disk. installation went fine (staus was 100%) . then i got msg to execute root.sh on each node. on first node execution of root.sh went fine. on second node it failed :( with following error messages.

PROT-1: Failed to initialize ocrconfig
Failed to upgrade Oracle Cluster Registry configuration

i checked the logs an found following error message

[ OCRCONF][1]Failed to initialized OCR context. error:[PROC-26: Error while accessing the physical storage]

but oracle user can read/write the ocr device from both nodes. i used dd command to verify that .

Any idea what's wrong here.
