OCI.DLL can not be loaded for Oracle10g client on windows 2003 64bit

Hi , I just installed the Oracle10g client on my new windows 2003 64bit server . When I tried to link my DB through Toad , it prompt can not load OCI.DLL . I used regsvr32 D:\oracle\product\10.2.0\client_1\bin\oci.dll , and got DllRegisterServer entry point can not be found , file was not registered error .

My ORACLE_HOME setting is OK , and use the Oracle10g client for windows2003 64 from http://www.oracle.com/technology/software/products/database/oracle10g/htdocs/10201winx64soft.html

Can anyone help to advise how to proceed ?
