oci_connect timeout on connection error

I am using PHP 5.1.2 with Oracle Instant Client 10.2.0.2. I'm concerned about the length of time it's taking for an oracle connection to fail when there's a problem connecting to the database. If a connection to the oracle database fails, I timed the timeout to 189 seconds, which seems quite long. Is there a way to tweak this down to 5 seconds?
