obsolete flashback logs

If the flashback retention target is 60mins, I should be able to delete flashback logs older than 1hour by running "delete noprompt obsolete" rman command. Is it correct ?

Although there is no guranteered restore point and there is enough space in flash_recovery_area, "delete noprompt obsolete" command doesnt delete any obsolete flashback logs in my scenerio.

What is the reason for this ?
