Object reference not set to an instance of object - Cannot open OPA project in modeling tool

I am trying to import and open a policy in OPA 19D. The policy was created by me and then removed.

Now when I try to again import it and open it, it is not opened and I get the following error:

Anyone aware of this? Can you please help me open this policy and let me know where I am getting wrong?
