OBIEE not generating HAVING clause

Hello Guys,

I have a filter on measure column saying facts.balance not equal to 0 and I was hoping its going to put a having clause in db but its not
As a result, its just bringing all the data set to the presentation and doing the calc there which is wasting lot of time.

So I need obiee to generate the having clause so that all the calc is pushed to DB.

I am using 10.1.3.4

Any advices?
