OBIEE 12.2.1.3 - Unable to see "Contains HTML Markup" in edit text

Hi,

I'm having issues seeing the option  "Contains HTML Markup" when editing text in a Dashboard.  I followed Doc#2311168.1, which instructs to add a <EnableSavingContentWithHTML>true</EnableSavingContentWithHTML> into the instanceconfig.xml file. 

Did that.  I still can not see the "contains HTML markup" checkbox when I try editing a text dashboard object.  As an added bonus, I'm also not able to use any HTML code anywhere (i.e. inside narratives, custom no-results messages,etc)    When I place HTML code into custom no-results found message, I see this error message ; 

"Catalog object privilege validation failed for user to path /shared/.../analyst_file_name.  You do not currently have sufficient privileges to save a report or dashboard page that contains HTML markup. This HTML might be present in column headings, table headings, text views, ticker views, narrative views, the print header, or the print footer and must be removed before saving."

 

I'm signing in as a user with BI Service Administrator rights.   OBIEE 12c version 12.2.1.3.0 running on Linux.

Is there anything I am missing?
