OBIEE 11g Conditional Formats on Another Columns value

Hello,

I am not able to apply conditional format from another column values.

Scenario:

I have two Measures columns 'Actual' & 'Budget',

1- IF Actual is Less Than Budget Column Value then Background color of Pivot Table Cell Should be Green

2- IF Actual is Greater than Budget Column Value then Background color of Pivot table Cell should be RED.

I tried to apply this but i have no idea How to Pass value of 'Budget' column (Measure) in Conditional Format.

Only Static Values are Accepting here.

Here you can see ONLY Accepts FIX Static Values i donnot see any place where i can Define BUDGET column.

i already tried this link but didn't got any idea
