OBIEE 11g - access to users folders

Hi, I'm finding that even when I go in as the main weblogic user, I'm unable to browse the contents of users personal folders. Is that normal and by design? I could swear in 10g that the admin user had the ability to browse through ANYONE's content. I would like at least the main weblogic user to have the same capabilities in 11g.
