OBIEE 11.1.1.7 analytics URL works fine but enterprise manager and weblogic console URLs dont come u

Hi

we are on OBIEE 11.1.1.7 and as i said above EM and Weblogic console URLs not working all the time. When i enter one of those two URLs in the browser and hit enter, i see "Internet Explorer cannot display the webpage" message.

Both the BI server and presentation servers are working because analytics URL works and once i login to it i can use all features in the front end.

Please suggest some work arounds.
