Obfuscating PAN

Our IT auditor give me task to provide acceptable algorithm to obfuscate a PAN. This is required for live data being tested at UAT database. The obfuscation algorithm must not be deciphered by myself as dba who will run it, or can not be reversed engineered?(if this is not possible, I will just pretend I do not know the algorithm)  Our PAN is char(19) the first 6 (1-6) must be retained as this will tell what bank it come from. only the 7th to 19th will be juggled obfuscated.

The requirement is that MasterTable has PAN which has matching PAN in child table TransTable. The obfuscated PAN must be uniform or equal algorithm so that the Parent-Table must still see its Child-Table thru the PAN, when they are being matched. Note that randomize function will not match the two PANs for parent & child table.

Billy V. and other helpful guys has provided some solutions to my previous post(last week) which I need to review today. But the posts was lost

Can DBMS_CRYPTO handled this kind of requirement?
