OAM LPM Challenge/Response

Does any one know if we can throw challenge/response to user when he logs into a site protected by form based authentication?

User faces a prompt to set up challenge/response when he logs into OAM Identity server User Manager, BUT not through regular form based app.

FYI, I have enabled obReadPasswdMode="LDAP",obWritePasswdMode="LDAP" in auth plugin but still of no use.
