OAM IWA Limitation?

Is this the limitation of OAM IWA that we first need to access IIS resource and then access other web server resource?

If I open IE and directly access the Oracle SSO login, I get error.

If I open IE and directly access web page on IIS, I am logged in. Then onwards on the same browser if I access OSSO login I am logged in.

Please let me know. Is there a workaround?
