OAM 11g authz redirect URL not working?

I'm running an OAM 10.1.4.3 IIS webgate with OAM 11g 11.1.1.3 OAM

I've configured an authorization policy with a failure redirect URL but this never gets actioned.

On authorization failure I always get:

Oracle Access Manager Operation Error
Access to the URL /employees/showvars.asp has been denied for user CN=aduser1,cn=users,dc=oracle11g,dc=local.

Contact your website administrator to remedy this problem.

***************************************

The Access tester isn't much help either as it justs returns success or fail status without any detail.

Any thoughts folks?
