oajinit.exe problem

I tried to install oajinit.exe file after it prompted me to install it. I enabled IE7 to run unsigned activex. But i keep getting a 16-bit msdos subsystem popup. I uploaded the picture online to show you guys. If you have any problems with the picture please tell me and i will upload it again.
