O.S watcher is Highly Recommended or NOT ?

Dear LINUX Admins,

We are using 11g R2 RAC setup on RHEL 6.3

Do we need to configure O.S watcher on RAC Setup ?

Is it mandatory ? or Highly recommended ?

Unix Team is suggesting to configure O.S watcher

But D.B team is refusing to configure O.S watcher, DB team says definitely it will degrade system performance.

Please suggest me to understand claerly.

I am NOT a Unix Amdin but DBA
