NVL2 not working on forms

I tried that Oracle has NVL2 which works on sql/plus, but not on forms, why?

SELECT NVL2(COMM,'PAID '||COMM,'PAID NO COMMISSION') COMM_STATUS
FROM EMP;

We may use DECODE instead, byt just curious how many Oracle built-ins are not supported in forms client?
