NTLM Authentication

Hello,
I am trying to figure out how to use NTLM authentication. I found a white paper titled "Oracle Application Express Authentication Scheme Using NTLM token Decoding" (June 2008). We have APEX on a production server that I do not have admin. rights to. The APEX development area is on my personal PC. I am using Oracle Database XE with APEX 3.1. I have admin. rights to it. I would like to get the NTLM authentication to work on my PC before I try to convince my boss to use it on the production box. The white paper refers to a file called "dads.conf". Does that file exist in Oracle Databse XE? I can't seem to locate it? Any help greatly appreciated.
