"nserror: nsres: id=0" on Developer Suite 6i

This is a little exotic I guess...
In trying to setup a native devl env on a Linux FC6 laptop I have installed the 10g instant client & TOAD under wine successfully following the instructions here http://appdb.winehq.org/appview.php?iVersionId=1228.
Now Developer Suite 6i also installs and the forms / reports builders execute fine etc. Great! However when trying to connect to the DB it fails.
"$ wine BIN/TNSPING80 ERPDEV09" errors with...
" Attempting to contact (ADDRESS=(PROTOCOL=TCP)(HOST=xxx.xx.xxx.xx)(PORT=4905))
TNS-12538: TNS:no such protocol adapter"
Below is the tnsping.trc.
Not sure if this means anything but when the 10g oci.dll was moved to the 6i home then TOAD can connect but not the builders.
