nqserror 12002 - socket communication error

Hi, I am learning OBIEE by practicing at home. I had the paint.rpd in offline mode. When I tried to open the presentation services, it's not opening up. In the nqserver log, I found this message

[nQSError: 12002] Socket communication error at call=send: (Number=10038) An operation was attempted on something that is not a socket.

I searched on this. Some people said, they got rid of this by changing the connection pool settings from ODBC to OCI. Where should I do that for paint?
I am getting error after I reinstalled OBIEE because my computer crashed. Before I had OBIEE, and I never got this error.

Can someone please advice on this?
