I've noticed some interesting behavior for when a user can add comments / attachments in an activity workflow and wanted to check if there is a way to configure our desired application behavior. When an activity is at a step in a workflow, the step owner can add new / edit a comment in the workflow step or add an attachment. However, when there is an approver at the step, the step owner cannot add new / edit a comment or an attachment, only the approver can. Is there a way to configure the application so an owner can always add a comment / attachment at a workflow step they own?
