Not writing to TEMP when installing 10gR2 on Vista

Hi,
I'm trying to install 10gR2 on a DELL laptop under Vista.
The file I downloaded from OTN is 10203_vista_w2k8_x86_production_db.zip which I think is the correct one.
I unzipped this using the Windows "Extract All" command.
When I try to run it I get:

Error in trying to write to C:\TEMP\OraInstall.... Please ensure directory is writable and has at least 45MB of disk space

However, when I go to C:\TEMP it has created an OraInstall folder which then has 2 folders - images and jre -
and a text file - installActions....txt. So it's clearly able to write to it. And the C:\ drive has 208G free so it's not space.

I am the only user of the PC and I'm the administrator.

Does anyone have any ideas?
