I am trying to retrieve all rows for a below by navigating as below and it retrieves only 59500 rows

Tools->Retrieve all rows (to get all rows for particular workbook) then i get this error 'Not all rows have been retrieved.Data may be inaccurate'

I have already unchecked the check box in query governor which has a limit of 10,000 rows.

Please help!!!
