Not All Labels Shown In Pie Graph

Hi all,

I'm using APEX 23.2.19 and Oracle 19c running in PDB. On a page I'm using a pie chart and I'm wondering if I'm running into a bug or it's expected behavior:

As you can see from legend there're versions e.g. 19.27.0.0.0 and 19.25.0.0.0 that are not being rendered in labels beside pie chart although the count for these versions is not zero. Does anyone has a clue why this happens and how to solve this?
