Not able to start OVM Manger from xm -c vm.cfg command

Couple of  VMs consumed all the resources and suddenly I was not able to access the OVMM console through browser and when I rebooted it by 'xm reboot vm.cfg' command the vm is down.

Other VMs are running OK.

And 'now when I want to start the VM running OVMM by xm -c vm.cfg' command I get the below error message -

[root@OVM05 VirtualMachines]# cd 0004fb000006000032f80b7ec3102f04/

[root@OVM05 0004fb000006000032f80b7ec3102f04]# ls

vm.cfg

[root@OVM05 0004fb000006000032f80b7ec3102f04]# xm create -c vm.cfg

Using config file "./vm.cfg".

Error: Acquire running lock: status=256, output=[Errno 26] Text file busy: '/dlm/ovm/004fb000006000032f80b7ec3102f04'
