Not able to start Oracle 10g Listener on Windows 2008 Server

I have installed Oracle 10g Server on Windows 2008 Server. After installation, i am not able to start Listener and getting below error:

listener.log entries are created through Net Manager and I don;t see any issue with Oracle. It seems something is wrong with OS, which is not allowing Oracle to create entry in Registry.
Below result is from Another 2008 Server, were Oracle listener is starting without any issue.

Please let me know, if any security setting is not allowing Oracle do any operation.
