Not able to create PUBLIC SYNONYM in APPS schema

Hi All,

I have created a view in APPS schema. Now for the same view i want to create public synonym in APPS schema. But below error coming while creating the synonym;
"*ORA-01031: insufficient privileges*"

Is this mean that we can not create public synonym (synonym) in same schema where the base object is created. Please help me to resolve this issue.
