Not able to connect to VM after running "Shutdown now"

Hi,
I have been using Ubuntu Server VM in the oracle cloud platform for three months, last time I shut down the VM manually in a remote terminal using "shutdown now" but the VM is still running in the oracle cloud platform, I tried to login to the VM using ssh key but it didn't work, I restart VM in the oracle cloud platform, stopped and started it again and still didn't work.
