not able to connect to pluggable database in 12c

hi am trying to connect to puggable database in 12 i did this

C:\>set ORACLE_SID=pdborcl

C:\>SQLPLUS /NOLOG

SQL*Plus: Release 12.1.0.2.0 Production on Sat Nov 19 15:29:12 2016

SQL> CONNECT sys@pdborcl as sysdba

Enter password:

ERROR:

ORA-12154: TNS:could not resolve the connect identifier specified

SQL> CONNECT sys@pdborcl as sysdba

Enter password:

ERROR:

ORA-12154: TNS:could not resolve the connect identifier specified
