Not able to connect to oracle server installed on Windows XP

Hi,
I have Oracle server(9i/10g) installed on windows XP. The situation is in such a way that we have around 20 users who need to be connected concurrently to the database. But windows XP is having limitation of 10 users at a time.

Please let me know how to increase the limitation of number of users to be connected concurrently.
