Not able to connect to Database in Oracle Forms and Reports

I have Oracle 11G in my system and have created two databases and i m able to login into those databases and able to create tables and do things using SQL* Plus, SQL Developer and other such applications. But when I try to connect to the database thru Oracle Forms Builder or Oracle Report Builder, I am getting error as 'TNS not able to find/connect to the database'. What I am suppose to do to use the database with the Oracle Forms/Reports builder? Do I have to enable something else or start some other services?????
