not able to access localhost

we have apex,ora 10g on windows xp
we are not able to connect to the locall host ....... the server seems to work properly but it seems one of the data files got corrupted or damaged in the database. and we are getting a blank page when we are opening the local host.
we tried to mount the database and it is mounting properly with the command "startup"

http://localhost:7777/pls/apex/apex

is this only because of the damaged datafile or is there any other problem?
