No way to create an instance

I'm testing the system and doing the labs' workshop of remote training.

I'm now connected to Phoenix AD-1 and get the next error:

Yesterday got the same error. No way to continue. Sent an e-mail in order to request a limit increase yestarday, but nothing has changed.

Any idea to bypass the problem?
