No message file for product

Hi,
I inherited 2k3 R2 windows server with Oracle 11G client installed. Each time I try to run tnsping on this machine, I get message like:

TNS Ping Utility for 64-bit Windows: Version 11.2.0.1.0 - Production on 13-DEC-2

I reinstalled Oracle Client w/o success? What shoud I do to make client working?
