Oracle Forms

I'm working on my first master/detail form. I created my first datablock from my EMPLOYEE table which has an EMP_ID, Name, etc. When I create my second datablock using the Datablock Wizard, I pick the same canvas. I'm using the PRIVACY table that has a PRV_ID (PK) and EMP_ID (FK). The next screen says "Create Relationship". Which I click on Create Relationship button I get an error "no master data blocks are available". What did I do wrong?

Any help would be greatly appreciated.
