No Java Virtual Machine found

I am trying to get ecplise installed on a fresh install of Windows XP Pro 64bit. I have downloaded and installed the "Java EE SDK 5", I installed it to the root of my C drive (I perhaps mistakenly thought this might help). I then downloaded and extracted ecplise "Eclipse IDE for Java EE Developers", no matter where I place the Ecplise directory (or exe and accompanying directories and files) I get the following error message:


                    A Java Runtime Environment (JRE) or Java Development Kit (JDK)
                    must be available in order to run Eclipse. No Java virtual machine
                    was found after searching the following locations:
                    C:\Documents and Settings\Administrator\Desktop\ecplise-jee-europa-fall2-win32\ecplise\jre\bin\javaw.exe
                    javaw.exe in your current PATH
Moving the directory to different places produces the same results except a different path is shown, the path is always wherever the ecplise.exe is located and then "jre\bin\javaw.exe"; stuck on the end. I have tried to find answers on google, but most of my search terms result in information about similar problems when using various linux distros. I haven't managed to find an answer that I understand well enough to try and implement.



Could anyone offer some advice?
