no data showing in Financial Reporting

Hi,
I have a financial report that shows data in Workspace if I log in as administrator. However, it shows blank login as test user. Test user has access to all members of the outline, so I'm not sure why only the headings are showing but no data. Any idea why?

Also, if I am able to retrieve data in Excel for the same combination of POV and members as in FR report, that will prove TEST user has access to all data in Essbase and therefore should have access to all data in FR as well- am I right?
