no crs_stat in 18c $CRS_HOME/bin, CRS status check cannot be performed with 12c RDBMS

1. Installed 18.3 Grid Infrastructure.

2. Created DATA diskgroup with RDBMS compatibility 12.2

3. Installed 12.2 RDBMS software

4. Tried to create database using DBCA from 12c home and got the following failure:

If I ignore the above failure I can create database using DBCA successfully.

But the strange part is that crs_stat binary was deprecated even in 11g , why 12c uses it for checking CRS integrity?

What is worst , 18c does not have this binary at all.
