NMS >> OFS: NMS Event Work Queue(s) creates OFS Activities of different Activity Types

When an NMS Event lands in multiple Work Queues, trigger the creation of one OFS Activity corresponding to each Work Queue. The OFS Activity Type would correspond to the Work Queue to allow for the auto-assignment, routing , and other configurable capabilities of OFS.

The overall goal is that the Group corresponding to NMS Trouble Codes leads to the automatic creation of OFS Activities with Activity Types mirroring the NMS Work Queues.
