In the following syntaxes, what is the role of nlsparams??

TO_CHAR(number|date,[fmt],[nlsparams])
TO_CHAR(number|date,[fmt],[nlsparams])
TO_NUMBER(char,[fmt],[nlsparams])
TO_DATE((char,[fmt],[nlsparams])
