NLS Setting DATE FORMAT

Does anyone know how to change date format in XE on database level (not session or instance) in Windows?

I tried with changing the registry key, but that didn't help.I also tried setting parameters in SPFILE using alter system set NLS_TERRITORY ..., with no positive result.
